New regulations concerning the operation of automobiles older than 15 years were recently released by the Delhi Transport Department. The new regulations state that once a petrol or CNG vehicle reaches the 15-year mark, it will be declared unsafe to operate in the National Capital Region, and no fitness certificate will be able to overturn the prohibition and allow you to do so. In Delhi, the deadline for diesel automobiles is ten years. The central government’s policy, which has been implemented by various states, allows cars older than 15 years to operate on public roads as long as they acquire a fitness certificate after passing a battery of tests. This regulation is in conflict with that. Given this rule, there is a rise in the scrap vehicles for sale in and around the region.
Nowadays, all private vehicles older than 15 years must pass a fitness test in order to renew their registration for a maximum of 5 years, after which the same procedure must be followed. This is in accordance with the government’s vehicle scrappage policy. The price of registration renewal is relatively expensive, and certain states may also impose additional road charges, which serve as a disincentive to keeping older vehicles on the road. What do vehicle owners do as a result when they decide not to renew their vehicle’s registration? They deliver it to the junkyard but it should be an authorised vehicle scrapping facility.
Step-by-step guide
To guarantee that the RTO can process your paperwork swiftly, one must confirm that the scrap dealer is authorised by the government before having their car scrapped. The first thing the scrap dealer is required to do is take the chassis number off the subject car and give it to the owner. The owner and the scrap dealer can haggle over the best price for the car based on its condition and the condition of its pieces before the car is actually scrapped.
The responsibility for negotiating the price for the numerous ancillary items, such as tyres, batteries, tool kits, etc., belongs to the vehicle owner. The age and state of the parts will affect the cost. CNG dual fuel vehicles have the option to haggle over cylinder costs. In order to maintain openness of the procedure, it is also crucial that the car owner sees to it that the vehicle is scrapped in their presence. This requires a copy of his registration certificate. Once the scrapping process is complete, picture proof is also advised.
The next step would be to obtain a receipt for the scrapping on the scrap dealer’s official letterhead and submit it to the regional RTO along with your registration certificate and your vehicle’s license plate. The deregistration process starts as soon as these documents are delivered to the RTO.
Deregistration at the RTO
The RC and chassis number must be given to the RTO after the vehicle has been successfully dismantled. The de-registration process can start as soon as the RTO receives enough supporting documentation. The owner of the vehicle must also provide an affidavit confirming that there are no outstanding loans, insurance premiums, or open legal actions related to the vehicle. The RTO will conduct one more check on its own database about the purchase and sale of the car after these documents have been submitted and approved by the National Crime Records Bureau and Traffic Police. Your vehicle will be officially deregistered after a clean chit has been issued.
